Your local health department can answer your questions on that, and believe me there will be many.
There are such questions of preparation site health concerns, storage, handling, transporting, packaging, serving, vending location and many more… including health inspections of each location from preparation to transport vehicle and mode, and vending locations.
Don’t mean to sound discouraging, but for what you’re talking about doing, you’re going to have to go through a lot of bureaucratic red tape and hassle.
