What Makes A Food A “gourmet” Food?

That it has the best of the best ingredients. Care and Quality of preparation, and or processing, ensures that there is nothing better.
Can you taste the difference between Kraft macaroni & cheese, and the store brand? I can, and the difference is night and day to me.
Orville Redenbacher, or Jiffy Pop? I’ll pick Uncle Orivlle every time.

    Gourmet means high quality, usually of chefs who prepare their foods certain special ways. It often is used as to enhance a noun such as gourmet restaurants, gourmet chefs, etc. It just means that the foods are prepared with a special touch or presentation.
